  1.  Topic: Modes
  2.   Info: Channel modes reflect many things within irc.  There are 
  3.     a few 'special' modes that I will enforce.  This is the extra 
  4.     list.
  5.      
  6.   'B'  -  Channel will not be allowed to have bans on it.
  7.   'K'  -  Channel will not be allowed to have kicks on it.
  8.   'U'  -  No unregistered user are allowed in channel.
  9.   'O'  -  No unregistered bots are allowed in channel.
  10.
